Lead the planning, coordination, and execution of STAER Development’s real estate and infrastructure initiatives. This role combines strategic management, technical understanding, and creative problem-solving to bring modern community projects to life.
Purpose Statement
Oversee end-to-end project development — from concept design and feasibility analysis to contractor coordination and delivery — ensuring each project meets STAER’s standards of quality, efficiency, and sustainability.

Primary Duties
Project Planning & Coordination
-
Lead pre-development stages, including feasibility studies, budgeting, and scheduling.

Coordinate architects, engineers, and external consultants throughout design and permitting.

Develop detailed project documentation and track progress using standardized systems.
Procurement & Contractor Management
-
Oversee contractor selection, negotiations, and contract execution.

Support tender preparation, evaluation, and compliance with internal procedures.

Monitor performance, deliverables, and payment milestones.
Design & Construction Oversight

Review architectural and engineering deliverables for consistency and alignment with concept.

Ensure timely resolution of design and site-related issues.

Monitor construction quality, costs, and timelines against approved plans.
Reporting & Control

Prepare project reports, progress updates, and presentations for management and investors.

Maintain risk registers and track mitigation actions.

Support the implementation of digital project management tools.
Stakeholder Communication

Liaise with authorities, contractors, and internal departments to ensure smooth coordination.

Manage documentation for regulatory submissions and community engagement.

Represent STAER Development at project meetings and briefings.
Knowledge, Skills & Experience — Must Haves
-
5+ years in real estate or infrastructure development, project management, or construction.

Strong understanding of project lifecycle from feasibility to commissioning.

Experience in tendering, budgeting, and contract administration.

Ability to read and interpret architectural and engineering drawings.

Strong organizational and leadership skills.

Proficiency in MS Office, AutoCAD, or project management tools (MS Project, Notion, or equivalent).

Compliance with STAER Development design and documentation standards.

Qualifications & Certificates

Bachelor’s or Master’s in Civil Engineering, Architecture, or Project Management.

PMP, PRINCE2, or equivalent certification preferred.

Experience with private or municipal development projects is an asset.

Familiarity with sustainability standards (LEED, BREEAM) is a plus.
